Transfer Policy of Government Employees Not Followed in Poonch: BADC

Alleging brute disregard of transfer policy formulated for government employees, Jammu and Kashmir Border Area Development Conference(JK-BADC) an organization working for the welfare of people of Border areas of J & K have stated that the transfer policy formulated by government of Jammu and Kashmir for government employees is not strictly implemented in the border district Poonch.

The Organization expressed its serious concern over the casual attitude of the administrative heads and transferring authorities in implementing the transfer policy of government officers uniformly in the border district.

Agitating over the issue, Dr Shazad Ahmed Malik, Chairman of BADC and former Vice Chancellor noted that instead proper implementation of transfer policy of the government, nepotism, favouritism and political patronage rules in district Poonch when it comes to take decision on transfer of government officers.

The BADC Chairman said that no government department in Poonch follows the procedure as prescribed in the transfer policy and the employees in every department are transferred, attached, deputed and are assigned the charge of different posts arbitrarily.

He urged the Deputy Commissioner Poonch to seek status lists of government employees deputed in district Poonch from different department and direct the concerned authorities to prefer competent officers instead of nepotism and political patronage for their transfers.

He also appealed the DC to issue to directions to different departments to immediately transfer all employees who are posted at one place for more than 4 years.

The former VC also alleged that it is surprising that some officers are transferred within months and weeks while others are allowed to continue in one position for 6-7 years and even more years in contravention of the policy.
